The following review written by one of the Software Informer contributors applies to version 9.1

RealWorld Paint.Com is a graphical editor. The program has a clear and simple interface. There is a menu on the left side of the program's main window, which allows you to quickly create a new picture, open the existing or the recent one. When you create a new file, you can make a shot of your desktop, edit images from the clipboard, or scanned images, or create a new image (when you start the program, a web-page appears where you can see the teaching videos and clips about all possible uses).

RealWorld Paint.Com comes with a full set of editing tools, and you can create your own tools based on the existing ones. In addition to such common functions as copying, pasting, rotation, zooming, color adjustment, and text addition, there is a wide range of effects and filters which you can apply to your images. Moreover, you can use Adobe Photoshop-compatible filters by dragging and dropping them from Adobe Photoshop using the “Ps-Filter” option. Besides, the application works with layers.
  • Simple.
  • A lot of editing tools.
  • Works with layers.
  • Allows to add extra filters.
  • Free.

This is my favorite program for drawing, I've tried Gimp and paint.net but this seems to be the easiest to adjust to after using ms paint.
